What Kind of Glue Should I use

I am trying to attach vinyl to a solid metal frame.  I have used K-grip glue and contact glue.  Neither stick!

Make sure the metal is clean and dry. Make sure you apply the cement to both work surfaces, the metal and the vinyl. Apply the cement in light coats and let dry to the touch before sticking.

I used contact cement but it didn't stick.  I did just a small area and did not clean the metal.  Would that be the problem?
