They are marshal units.   some people use them when the customer doesn't want to pay for properly tied springs

You can wash the original hair.   Enclose it in a pillow case.  Dbl fold the top and (with big stitches) sew the top closed
Put through your washing machine with VERY hot water and soap
Do not put the in the dryer  - will never dry that way
Lay it out on the floor (over a sheet) and spread out very thin
It will dry in a couple days
then is perfectly reusable

I'll try to explain using the analogy of thread
Thread comes 2 ways.  One is wrapped in parallel rows
the other is in a cross hatch pattern

The cross hatch pattern (such as upholstery thread) has to be pulled up over the top of the spool---no spinning of spool

the thread with parallel rows (like many home sewing threads, and ALL used to be), has to be pulled from a spinning spool

the welt cord is like the home sewing thread

Have you tried to pull webbing up while the roll is lying flat on the floor?
It will twist
You have to have it upright (preferably on a dowel, or some such thing) and pull it out so the roll spins
No twisting
that is like what you get with the welt cord.  Again, it has to spin as you pull

Cord is not supposed to be pulled from the middle.  It will curl.  It is, also, not supposed to pulled from the top while it is laying on its side. 
It is supposed roll off, like a spool of thread.   
It's hard to explain. 
The roll could be put on a dowel, and it will spin while it unrolls.   otherwise, it curls

I use rotary cutters on it
I had a straight edge made out of clear plexiglass---I had it made the width that I cut my welt by 60"
Use the rotary cutter to cut out the welt
at least until I stepped on the ruler after I forgot that I had dropped it on the floor.
I'm going to have a new one made where the length equals the width of my cutting table

I got one that covers my entire cutting surface.   8' by 64"   It's great
When it becomes too damaged at the end I always use, I'll turn it around so the other end is there
then
when that side is too damaged
I'll completely turn it over and start using those 2 ends
but
I've been using the one end for about 5 years so far
Cost me a pretty penny, but is well worth it
I used to butt 2 together, and I hated it---they were always moving around

but if you use 4" foam when it should have been 3", that can't be cut down
but
if you use 3" when it should have been 4", you can glue a 1" piece to the top

If I decide I cut it too small, I can always add back to it

I've always had a problem with large cushions

with a normal size cushion I add 1/2" around, and 1" in depth
with a 3" cushion, 23 X 23
I cut 4" foam 24 X 24
but
I have to make a cushion that is 48 X 52 X 3

Do I follow the same procedure as for a small cushion?
or
do I cut the foam the same as the finished size of the cushion (and maybe add dacron to top and bottom)?

I hadn't discussed buttons with the customer, but if I have to add them, I believe they would be alright with it

Only way I remember is


threads run from "weft" to right

warp thread runs vertical
weft is horizontal

you don't need to fold over the end.   Just staple it down
Like jute webbing  (except not folded over)
