Is this a glue to help hold the buttons?

This is my third chair to reupholster.  This is the fabric from the old seat cushion.  When removing the buttons I noticed it had some kind of glue around the holes (on the backside of the fabric) where the buttons were.  There are buttons on the top and bottom side of the cushion.  I believe it must be to help hold the buttons in place with people scooting around on it.  My question is what kind of glue is it and if I need it where do I get it?

The glue is there to strengthen the fabric, so the twine doesn't enlarge the hole (by rubbing against it). Not all fabrics are delicate enough to require this method. But it certainly can't hurt. Most any glue will strengthen the hole.

Elmers white glue or hot glue should work nicely.
