Old rocker seat

so someone brought in an old rocker seat they want me to fix for them. It looks really old and the springs appear to be all joined in one piece with metal (these metal strips are broken). I was just going to tie these by hand to fix. Also it is filled with what appears to be shredded paper or something like that. Has anyone seen anything like this? What would be the purpose? Would i need to do anything or can I just throw it away? The seat got wet and everything is rotted and gross.

I've seen the shredded paper before. Probably was a cheap filler to simulate horse hair. I'd say throw it all away and replace with the modern day fillers of your choice.
