Are we allowed to buy used recover and sell ?

I grew up in the family business of mattress manufacturing and renovating. Back then, furniture upholstery was just a "sideline".
The sterilizer was merely a giant oven that held 6 mattresses at a time. We simply baked the germs out.

Local furniture stores would actually take "trade-in" mattresses. They brought them to us for sterilization before they could re-sell them. Nursing homes would bring in beds to be sterilized after a patient "passed".
As a kid, my job was to put the tags on the end of the mattresses by crimping them on with a wire tie.

Eventually, big mattress manufacturers like Sealey lobbied Congress to get health laws passed that  the small shops couldn't comply with. So we gravitated over to upholstery. By the mid-70's, we had dropped the mattress line all together.
