Can anyone tell me exactly what the wing nut adjuster does on a clutch motor actuating arm. The wing nut obviously tensions a spring which acts against the motion of the treadle, but I'm not sure what adjusting it does. If I turn it in almost all the way, the clutch won't engage at all. If I turn it way out, the neutral position seems to go away. What is the correct way to adjust it? Thanks a lot.
Sounds like you instinctively rock back on the treadle with your heel to stop it. I always did that too. If that's the case, then you probably won't see much difference when you adjust the wing nut. If it's adjusted right, you should be able to just stop pressing with the leading end of your foot, and the spring loaded wing nut will kick the clutch out.
I just picked up a Juki LU-562 with a Consew Clutch motor.
I can't get the clutch to disengage or find a neutral position.
When the treadle is released I get the brake.
Any help on adjusting would be appreciated.

There is a large bolt (probably 1/2 or 9/16) on the end of the motor. It is accompanied by a nut that you must loosen first. Loosen the nut and then back off on the bolt. It is probably adjusted too tight, and is pressing against the brake.

I know quite a bit about clutch motors and setting them up. Unfortuantly, I don't understand your post.
Can you explain this a different way?
As stated earlier in my post, I installed a 2" pulley to slow our Juki 562 down.
I replaced the belt with a shorter one and adjusted the tension.
Our machine locks up (brake on) when the treadle is released ( foot on or off).
I adusted the wing nut in and out and it seems all this does is provide more or less resistance when pressing down on the pedal.
I also adjusted the pedal linkage to the motor lever arm with no success.
Can't find neutral position with the motor on or off and with a foot on or off the pedal.
I need to tip in to the pedal to get it to neutral position.
The Question is:
Is there a procedure for the adjustment to gain a neutral position?
Is there another adjustment that needs to be done?
What is the large bolt with locknut near the pulley for?
