Okay the other kids stole the really good innuendos, so I'll take a crack; At first I thought the cover might wrap around it to form some kind of water toy. NO , cover is too big. Then I got less dumb and put my glasses on and zoomed in. Those rings are the same ones used to display sample cards, so my guess is that this is a portable display unit (trades shows and such) that once loaded up gets wrapped in the cover like a garment bag for easy transportation/set up.

What is the curly wire for? I see now that it's a collapsible ladder, but can't quite figure out the wire...
(not to mention the "mittens" with restraints!)
I had to go back and look for "mittens". Are you referring to the reinforcing patches on the large tarp that's under the ladder in the first photo?
The wires keep the rungs in place when the ladder is extended. See the "stoppers" on the wire? Looks like chunks of lead/metal clamped to the wire every 8 or 10 inches. The wires are the side rails of the ladder.
